ChinaExpress usage and cooperation rules
This document explains how ChinaExpress services work: sourcing, supplier verification, negotiation, quality control, storage in Guangzhou / Yiwu, transport to Afumați, Ilfov, local distribution preparation and import tracking.
General data
The following information applies to the ChinaExpress website, service requests, commercial communications and import tracking flow.
1. Website operator
The ChinaExpress website is operated by CHINA EXPRESS SRL, CUI 54833220, Trade Register No. J2026036672008, for presenting sourcing, verification, negotiation, consolidation, tracking and international transport services from China to Romania.
The operational warehouses in China are Guangzhou / Yiwu, and the operational warehouse in Romania is in Afumați, Ilfov. Depending on the project, Sofia can be used as a regional logistics node.
2. Nature of ChinaExpress services
ChinaExpress is not an online shop, marketplace or product catalog and does not sell stock products. Services are provided based on concrete requests sent by clients.

- negotiation with factories and suppliers;
- quality control before shipment;
- storage and consolidation in Guangzhou / Yiwu;
- China – Afumați, Ilfov transport;
- import tracking through a dedicated app;
- support for visits in China;
- local distribution preparation after reception in Afumați.
Services are defined individually, depending on product, quantity, supplier, budget, deadlines, documents and required verification level.
3. Sending a request
The client may send a request through form, email, phone or other channels accepted by ChinaExpress.
For analysis, the client may send the desired product, product link, supplier link, Alibaba link, photos, estimated quantity, budget, deadline, quality requirements, packaging requirements or supplier information.
Sending a request does not represent automatic acceptance of the project and does not create an obligation to provide services until commercial terms are expressly confirmed.
4. Request analysis and right of refusal
ChinaExpress may analyze the information received and request additional clarifications. Depending on the case, it may recommend sourcing, supplier verification, negotiation, quality control, consolidation, transport, tracking or distribution preparation.
ChinaExpress reserves the right to refuse incomplete, unclear, unrealistic, illegal, high-risk requests or requests involving restricted, prohibited, counterfeit, dangerous or difficult-to-import products.
5. Offers, estimates and deadlines
Any offer, cost estimate, price, deadline, transport cost or availability is informative until final written confirmation.
Prices and deadlines may vary depending on suppliers, exchange rate, quantity, transport, taxes, formalities, documents, logistics congestion, customs checks or circumstances outside ChinaExpress control.
An offer becomes binding only after the included services, commercial terms and payment obligations are confirmed.
6. Supplier sourcing in China
Sourcing consists of identifying and filtering potential suppliers for the requested product. ChinaExpress may request offers, photos, technical sheets, MOQ, deadlines and commercial terms.
Sourcing does not guarantee permanent product availability, price maintenance, supplier order acceptance or automatic compliance with legal or technical requirements of the destination market.
The client remains responsible for confirming that the product is suitable for its activity and applicable regulations.
7. Supplier verification
Supplier verification may include analysis of company information, offer analysis, communication consistency, document requests and operational checks, depending on the agreed services.
Verification reduces commercial risk, but does not completely eliminate the risk of working with an external supplier. ChinaExpress does not guarantee future supplier behavior or absence of any production, delivery or quality issues.
8. Negotiation with suppliers
ChinaExpress may assist the client in negotiating prices, MOQ, production deadlines, packaging, customization, samples, payment terms and transport preparation.
ChinaExpress does not guarantee obtaining a certain price, deadline or result, because the final decision belongs to the supplier and depends on product, quantity, market and production capacity.
9. Contracting and commercial terms
Before confirming an order, the product, specifications, quantity, packaging, deadline, payment, documents, verification conditions and responsibilities of each party must be clarified.
ChinaExpress may operationally assist with structuring these conditions, but does not provide legal, tax or customs consulting unless expressly agreed separately.
10. Quality control in China
Quality control may include visual check, photos, video, packaging check, quantity check, labeling and observations regarding general condition of goods.
This control does not represent laboratory testing, full industrial audit or technical certification unless such services are contracted separately.
The client must communicate verification criteria before control. Without precise criteria, verification is performed based on available information and visual observations.
11. Storage and consolidation in Guangzhou / Yiwu
ChinaExpress may organize storage and consolidation in Guangzhou / Yiwu, China. This service may include reception of goods from suppliers, batch centralization and transport preparation.
The goods must be properly packed by the supplier. ChinaExpress is not responsible for improper packaging, undeclared fragile products, undeclared dangerous goods or products requiring special storage conditions if such information was not communicated beforehand.
12. China – Afumați, Ilfov transport
At this stage, transport service is organized to the operational warehouse in Afumați, Ilfov.
ChinaExpress does not communicate delivery anywhere in Romania as a standard service unless separately agreed in writing.
Transport deadlines are estimates and may be influenced by transport availability, loading, formalities, checks, weather, delays, holidays, controls or circumstances outside ChinaExpress control.
13. Reception of goods in Afumați, Ilfov
Upon arrival of goods at the warehouse in Afumați, Ilfov, the client will be informed about status and next steps.
Any observation regarding visible differences, damaged packaging, obvious missing items or other reception issues must be sent promptly after arrival notification.
Conditions regarding pickup, handling, additional storage or other services after reception are established separately.
14. Import tracking
ChinaExpress may provide clients with a tracking app for following managed imports.
The app may include import status, supplier stage, production, verification, consolidation, transport, documents, notes, estimated arrival and reception in Afumați, Ilfov.
Information in the app is operational and informative. It does not represent an absolute guarantee of delivery deadline, product quality or absence of delays.
The client must keep access data confidential.
15. Visits in China
ChinaExpress may provide support for preparing visits in China: clarifying objective, identifying suppliers, preparing questions, organizing meetings and structuring post-visit steps.
Travel, visa, accommodation, internal transport, specialized interpretation or other personal costs are not included unless expressly agreed in writing.
The client is responsible for travel documents, visas, insurance and compliance with local laws.
16. Client obligations
- provide correct and complete information;
- communicate real product specifications;
- send realistic quantities, budgets and deadlines;
- communicate special certification, packaging or documentation requirements;
- not request import of illegal, counterfeit, prohibited or restricted products;
- pay agreed services and costs on time;
- check offers and terms before confirmation.
The client is responsible for final commercial decisions, including supplier choice, order approval and import decision.
17. Prohibited or restricted products
ChinaExpress reserves the right to refuse any request involving illegal, dangerous, counterfeit, restricted products or products that may violate applicable law.
Products infringing intellectual property rights, prohibited for import, undeclared dangerous products, products requiring special authorizations or high legal/commercial risk may be refused.
18. Compliance, certifications and documents
The client is responsible for ensuring that the imported product complies with legal, technical, tax, customs and commercial requirements applicable in Romania, the European Union or any other destination market.
ChinaExpress may operationally assist in requesting documents from the supplier, but does not guarantee their validity, sufficiency or acceptance by authorities, final clients or certification bodies unless contracted separately.
19. Payments and costs
ChinaExpress service costs are established depending on the project and may include sourcing, verification, negotiation, quality control, storage, consolidation, handling, transport, administrative or other specific costs.
Product costs, customs duties, VAT, bank fees, testing, certifications and external expenses are not included in the ChinaExpress fee unless expressly mentioned in the offer.
ChinaExpress may request advance, partial or full payment before starting certain services.
20. Cancellations and changes
The client may request cancellation or modification of a request, but services already provided, costs already engaged, supplier costs, transport, storage, verification or other external expenses are non-refundable unless otherwise agreed in writing.
If an order has been confirmed to the supplier, cancellation depends on supplier conditions and the production or preparation stage.
21. Right of withdrawal
ChinaExpress services are mainly intended for companies and professionals.
If services are contracted by a consumer, applicable consumer rights will be respected under current legislation.
For services started at the express request of the client, personalized services, special orders or services already fully/partially executed, the right of withdrawal may be limited or inapplicable under the law.
22. Liability and limitations
ChinaExpress makes reasonable efforts to provide the services, but cannot guarantee future supplier behavior, absence of defects, product availability, price maintenance, fixed deadlines or absence of delays.
ChinaExpress is not liable for indirect losses, loss of profit, loss of opportunity, business interruption or commercial penalties, except where the law provides otherwise.
To the extent permitted by law, ChinaExpress liability is limited to the value of services paid directly for the project that generated the damage.
23. Suppliers and third parties
ChinaExpress may collaborate with suppliers, carriers, warehouses, inspectors, consultants, agents, tracking platforms or other external partners.
ChinaExpress is not responsible for actions, delays, errors, statements, refusals or omissions of third parties unless directly caused by ChinaExpress fault and proven.
24. Force majeure and fortuitous events
ChinaExpress is not responsible for non-performance or delayed performance caused by events outside its control.
Such events may include natural disasters, conflicts, pandemics, strikes, logistics blockages, port delays, authority decisions, customs controls, legislative changes, trade restrictions or major technical issues.
25. Confidentiality and personal data
Information sent by the client, including products, suppliers, prices, offers, documents or commercial strategies, will be treated with reasonable confidentiality.
Personal data sent through the website, forms, email or tracking app is processed according to the Privacy Policy published on the website.
ChinaExpress may share necessary information with suppliers, warehouses, carriers or collaborators involved in service execution, strictly to the extent necessary.
26. Website data and external links
The website may use cookies or similar technologies for functionality, security, analytics, performance or improving user experience.
The website may contain links to the tracking app, suppliers, external platforms or other websites. ChinaExpress is not responsible for the content, security or policies of external websites.
27. Complaints and notices
Any complaint, notice or request regarding ChinaExpress services must be sent in writing to the contact details displayed on the website.
The complaint must contain client name, contact details, import code or reference, situation description and any relevant documents, photos or evidence.
ChinaExpress will analyze the complaint and respond within a reasonable timeframe, depending on complexity and available information.
28. Changes to terms
ChinaExpress reserves the right to change these Terms and Conditions at any time by publishing the updated version on the website.
The applicable version is the one published on the website at the time of request submission or service confirmation, unless otherwise agreed in writing.
29. Applicable law and disputes
These Terms and Conditions are governed by Romanian law.
Any dispute will be settled amicably, and if this is not possible, the dispute will be submitted to the competent courts according to applicable law.
30. Acceptance of terms
By using the website, sending a request or continuing communication with ChinaExpress, the user confirms that they have read, understood and accepted these Terms and Conditions.
If you do not agree with these Terms and Conditions, please do not use the website and do not send requests through it.
